As part of our ongoing efforts to support citizen involvement, we are pleased to announce that Pasqua FN will provide financial assistance in the amount of $200.00, to attend and participate in the Agricultural Benefits Ratification Process and Meetings.

Eligibility:

To qualify for the financial assistance payment, you must meet the following criteria:

• Be a citizen of Pasqua First nation
• Attend the information meeting in person or on-line and register

Registration will be set up at all Information Meetings and we will be taking the names of those participating on-line via Microsoft Teams and Facebook Live. We will confirm with our Electoral Officer, Graeme Drew, the names of citizens that have registered to vote.

PFN-ABC Negotiation Status

Good Day to the Citizens of Pasqua First Nation. I would like to first advise that the Agriculture Benefits Claim (ABC) negotiations has been very tedious and frustrating. PFN Leadership’s last update on September 4, 2024 informed that negotiations were completed and that PFN is waiting for Canada to initial the negotiation settlement agreement. Initialing the settlement agreement is not an easy process within the government of Canada. There are different federal departments that have to give approval to have the settlement agreement initialed. Before PFN can proceed to ratification, PFN needs to receive the final initialed settlement agreement back from Canada. PFN Council are pleased to announce that we have now received the initialed settlement agreement and PFN has initialed and have sent the settlement agreement back to Canada.
We anticipated that the initialed settlement agreement would have been done much sooner after September 4, 2024 unfortunately, this was not the case.
PFN was anticipating the ratification would be done and have ample time to proceed with a Per Capita Distribution (PCD) if the settlement agreement was accepted before the Holiday Season.
In order to accomplish a ratification vote to either accept or reject the settlement agreement and provide a PCD (if accepted) before the Holiday Season, PFN has now limited the meetings in the various cities.

PFN will be doing ratification meetings in Saskatoon, Regina and on Pasqua First Nation. Due to the length of time in receiving the initialed settlement agreement back from Canada, PFN cannot secure venues, hotels and flights to accommodate the various meetings prior to the Holiday Season.

• Secure a Ratification Firm to conduct the ratification vote process and procedures
• Develop the mail-out packages (1850 packages)
• Ratification Firm to develop a secured website that will have the mail-out packages
• Have ballots printed to be included in mail-out packages
• Develop an on-line registration platform so there can be on-line voting
• Develop process to register for on-line voting
• Develop live stream for ratification meetings

Background: In 2018 the Canadian Human Rights Tribunal (First Nations Child & Family. Caring Society of Canada et al. v Canada, 2018 CHRT 4) ordered Canada to fund the actual cost of Band Representative Services for First Nations in Ontario.

On April I, 2022, Indigenous Services Canada began providing funding for First Nation Representative Services to First Nations in all provinces and in the Yukon to support children, youth and families that are ordinarily resident on reserve or in Yukon.

About: First Nation Representative Services support First Nations when children, youth, young adults, and families from their Nation are involved or at risk of involvement with the child and family services system. First Nation Representative Services is critically important to First Nations and in ensuring that the rights of First Nations children and youth are respected within the child and family services system.

First Nations Representative's Role: First Nation Representative Services has been defined by our Nation and will include engaging with child and family services providers and participating in child and family service matters as set out in provincial, territorial and federal child and family services laws.

First Nation Representative Services activities include, but are not limited to:

• Serving as the main contact between a First Nation and child and family services providers.
• Exercising the rights and responsibilities of the First Nation under provincial, territorial and federal child and family services laws.
• Ensuring that child and family services providers address the real needs of First Nations children, youth, and families, including needs tied to culture, land and geography, and the effects of historical and contemporary disadvantage.
• Building and maintaining meaningful cultural, family, and community connections for First Nations children, youth, and families involved with the child and family services system.
• Facilitating the repatriation and/or reunification of children and youth in care with their family and First Nation(s).
• Supporting First Nations children, youth and families involved or at risk of involvement with the child and family services system outside of their home communities, including working across different Regions and jurisdictions.

• Participating in child and family services administrative and court proceedings.
• Helping families access prevention supports
• Supporting customary care, kinship care and alternative care arrangements.

Principles:

• The holistic well-being of First Nations children, youth and families creates the foundation for healthy First Nations communities and future generations.
• First Nations should be involved in the planning and provision of services to and decisions respecting their children, youth and families, including by receiving notice in advance of a child and family services provider taking any significant measure in relation to a First Nations child or youth.
• First Nation Representatives work to:
• Uphold and strengthen the rights of the First Nation in provincial, territorial and federal child and family services laws.
• Help ensure First Nations children, youth, and families can meaningfully exercise their rights under provincial, territorial and federal child and family services laws.
• Prioritize preventive care, including prenatal and postnatal preventive care.
• Promote substantive equality for First Nations children and youth.
• Promote and support family unity.
• Connect First Nations children, youth, and families with the lands, languages, cultures, practices, customs, traditions, ceremonies and knowledge of their Nation.

A Pow Wow Princess is a positive female role model within the community and in the pow wow circle. You will be selected to represent your Nation as a positive role model.  If you are successful in representing Pasqua First Nation, you can raise funds throughout the year and host your own special when retiring as senior princess and retiring your crown to the next princess.

 Miss Pasqua FN Senior Princess criteria:

¨ Must be a female from Pasqua First Nation between 13-18 years of age.

¨ Must live a drug and alcohol free lifestyle.

¨ Must be able to demonstrate some cultural knowledge and the Saulteaux language.

¨ Must be in high school or pursuing higher education (trades, post-secondary or upgrading).

¨ Demonstrate community connection by being active in the community, whenever possible.

¨ Must be a pow wow dancer willing to represent your community in a respectful manner.

¨ Letter of reference from a teacher, Chief or Councilor and a community member.

¨ Articulate what it means to you to be a citizen of Pasqua First Nation.

The Pasqua First Nation Pow Wow Committee will require you to prepare a short essay to demonstrate the above criteria. This short essay (approximately one page) will need to be prepared by July 31^st, 2024 If you are selected you will be required to be present at Pasqua First Nation’s Annual Traditional Pow Wow on August 7th & 8th, 2024 and committed to attend the 2025 annual traditional powwow. You will be judged by a point system based on your public speaking using your essay and a dance exhibition that will be evaluated by a series of judges. If interested, please submit an application to the Pasqua Powwow Committee no later than July 31, 2024.

Miss Pasqua First Nation Senior Princess 2024 will receive:

¨ A beaded crown, entitled, Miss Pasqua First Nation.

¨ Represent Pasqua First Nation for 1 calendar year.

¨ A one-time travel assistance payment to represent your Nation on the powwow trail.

¨ A cash prize and blanket upon receiving your crown.

¨ Represent yourself and family as a positive role model for your Nation.

¨ You may be invited to special events or as a guest speaker.

Background: Pasqua First Nation currently elects its leadership using policies set out in The Indian Act. Pasqua First Nation is currently exploring the option to transition to The First Nations Election Act. The purpose of the information meeting is to review the differences in how our future elections will be held. Citizens are invited to attend any of the below scheduled information meeting regarding this potential change:

Key Differences:

1. Term of office will change from 2 years to 4 years.
2. A Fee for candidates seeking a position for Chief or Council.
3. Appeals will not be handled by Indigenous Services Canada but by the Federal Courts.

The leadership of Pasqua First Nation is excited to announce that PFN is one of the successful recipients of the Investing in Canada Infrastructure Program Projects. Pasqua First Nation will receive $677,314.00 in funding to design and construct a Spray Park for the citizens of Pasqua First Nation.

ANNOUNCEMENT
On June 12 & 13, 2023, Pasqua First Nation Council did Power Point Presentation updates on:
1. Pasqua’s 1910 Railway Claim. Available on PFN Website
a. Status:
i. Canada has accepted Pasqua’s offer to settle in the amount of Three Million Dollars ($3,000,000.00 )
ii. This amount was reported at the June 12 & 13, 2023 meetings to Pasqua Citizens.
2. Pasqua’s Treaty Agriculture Benefits Claim. Also known as: (Cows & Plows). Available on PFN Website
a. Status:
i. Canada has provided Pasqua First Nation with a letter offering to negotiate a settlement of this Claim.
b. Next Steps:
i. Pasqua Council will be meeting with Canada’s representatives in early September to discuss settlement of this claim.
ii. Pasqua Council will be scheduling meetings with Pasqua citizens after the conclusion of the Canada/Pasqua Negotiation meeting and provide an update.
